DHSA work environment is dynamic and professional. Great attention and care is given to providing a quality, positive, transparent, accountable and professional work environment to all staff whom we consider as our stakeholders along with the public, our donors, our board of governors, the Afghan government and civil society and our donors and program sponsors.

DHSA’s Board of Directors represents the organization’s governing body and operates within the framework of Afghan law pertaining to NGO’s. All board members to include the Chairman are volunteers and serve without compensation. Salam Rahimy serves as DHSA’s Chairman and Shahir Ahmad Zahine was elected Director General of DHSA in 1996 and continues to serve in this role at present. Mr. Zahine in turn is responsible for appointing the other senior management positions within the organization: As such, he is responsible for providing overall leadership, management and direction of DHSA and its various divisions to include its high profile public media project, The Killid Group (TKG). The Board of Directors of DHSA is represented by the following individuals who represent a range of backgrounds and talents and bring to DHSA a wealth of knowledge, guidance and support.

  • Salam Rahimi, Chairman of the Board of Directors comes to DHSA as Executive Director of the Afghan NGO CHA and Sabah Media and former Deputy Finance Minister for Afghanistan (2002-2004).
  • Abdul Hamid Mubarez, Editor of Anis News Agency, former Deputy Ministry for Information & Culture (2002-2005); Head of Afghan Independent Journalist Union.
  • Dr. Sadiq Mudaber, Head of Office of Administrative Affairs and Director General of Office of Administrative Affairs, Afghan Government.
  • Jolyon Leslie, Director of Agha Khan Trust for Culture, Afghanistan.
  • Wafi Amin, Afghan Entrepreneur and Philanthropist.
  • Najiba Ayubi, Managing Director, DHSA/TKG Public Media Project.
  • Melek Zimmer-Zahine, representative on board from DHSA’s management team.

Biography of Shahir Ahmad Zahine

Shahir was born and raised in Kabul, Afghanistan. He is a graduate of the French Afghan school Lycee Istiklal. After high school, he took his studies to France where he pursued medicine and at the age of 26 returned to Afghanistan to fight against the Soviet invasion. Upon the withdrawal of Soviet forces and during the years of internal fighting, Shahir turned his attention to humanitarian assistance where he served as director of The Kabul Emergency Program (KEP), an EC supported initiative to aid civilians caught between the various warring factions which engulfed Kabul during the years of internal fighting.

In 1996, Shahir was elected director general of DHSA. During the years of Taliban control, Shahir established a cultural arts center, Irfan, in Peshawar to provide refuge to Afghan artists, film-makers, musicians and writers. One of the highlights of Irfan was the recording of music by notable Afghan classical & folklore musicians in exile. These recordings are preserved by the US Library of Congress. In 2003 Shahir initiated an extensive teacher training and accelerated learning program to help thousands of teachers and students in rural areas of the country catch up after years of being denied an education. In the same year he established DHSA’s media, publishing & public communication division of DHSA, The Killid Group (TKG).

Under Shahir’s leadership, DHSA has evolved from a provider of humanitarian assistance to an NGO dedicated to promoting quality education, cultural expression, the free press and innovations in environmental protection.
